An educator in a Quebec childcare centre (CPE) does not negotiate her hourly rate: it is set by a public salary scale, the same one in every subsidized CPE in the province. Since April 1, 2026, that scale shows new rates. Here is what they are worth, step by step, and what is left of them once the deductions are taken.

The scale in force since April 1, 2026

The hourly rates for staff in CPEs, subsidized daycares and home childcare coordinating offices are published by the Ministère de la Famille (page in French). The reference document is called “Échelles de salaire 2023-2028”: it gives one column per period, and the one that applies today runs from April 1, 2026 to March 31, 2027.

A step is a rung on the scale: the more seniority you have, the higher you climb, and each rung is worth a few dozen cents an hour. Here is the scale for a qualified educator, with the previous column alongside it for comparison.

What the April 1, 2026 increase changed

Moving from one column to the next is worth about 2.5% across the whole scale. In practice: the first step of a qualified educator goes from $25.15 to $25.78 an hour, 63 cents more. Step 10 goes from $31.99 to $32.80, 81 cents more.

Over a 35-hour week, 63 cents an hour comes to roughly $22 more in gross pay per week. The scale already announces what comes next: as of April 1, 2027, the first step rises to $26.68 and step 10 to $33.94.

From an hourly rate to annual gross pay

A salary scale gives an hourly rate, not an annual salary: everything depends on the hours worked. To make the amounts comparable, let us take a simple basis, stated as such — 35 hours a week, 52 weeks, or 1,820 hours in the year.

If your week is 32 or 40 hours, redo the calculation with your own hours: the annual gross moves accordingly. These amounts also leave out the pay premiums (majorations de traitement) that the same ministry document publishes separately.

What comes off the pay

Between the gross rate on the scale and the amount deposited in your account, there are three contributions and two income taxes.

  • The QPP, Quebec's public pension plan. You contribute on your work earnings up to an annual ceiling, set at $74,600 for 2026, with a second contribution band between that ceiling and $85,000. At the rates on this scale, a full-time job stays under the first ceiling: the contribution therefore applies to almost the entire salary.
  • Employment insurance. The employee rate is lower in Quebec than elsewhere in Canada, because parental leave here belongs to another plan: 1.30% in 2026, on insurable earnings capped at $68,900.
  • The QPIP, the plan that pays for that parental leave. The Québec Parental Insurance Plan sets the employee share at 0.430% of salary in 2026, down from 2025.
  • Federal income tax, taken in brackets: 14% on the first $58,523 of income in 2026, then 20.5% on the portion above.
  • Quebec income tax, which has its own brackets, also progressive, and which is added on top of the federal one.

One step up: how much does it actually add?

Going from step 9 ($31.81) to step 10 ($32.80) is 99 cents an hour. Over 1,820 hours, that comes to about $1,800 more in gross pay for the year. After tax and contributions, roughly $1,080 of it is left, a little under two thirds.

This is not a payroll error, it is the marginal rate at work. The marginal rate is the rate applied to the last dollar earned — not to the whole salary. Around $60,000 in Quebec, it approaches 36% once both income taxes are added together, and the three contributions come on top of that.

The average rate is a different animal: it is the total of all deductions measured against the full salary. At this income level it stays under 25%. Both figures are true at the same time, and it is the marginal one that explains the disappointment when a raise lands.

What to check before accepting a CPE job

  • The hiring step. Seven dollars an hour separate the first rung from the last, for the same job title. That is the point to settle before signing, not after.
  • The actual hours. The scale is hourly. A 32-hour job and a 40-hour job at the same rate are two very different annual salaries.
  • The pay premiums. The ministry document also publishes rates that include them: the base rate alone does not tell the whole story of a pay cheque.
  • What the hourly rate does not show. Pension plan, group insurance, leave: none of it appears on the scale, and all of it counts in a comparison. It is also why a CPE job compares poorly to a health-network job on the hourly rate alone — the nurses' salary scale follows different rules.
